v4.2.1 Custom Reports missing "Custom Reports" tab

Hi

I am standing up a new instance of PS (v 23.9.0.0.232491913) and am having an issue while installing the free 4.2.1 custom reports. I installed and enabled the resource base then installed and enabled the rest of the report plugins. I get the PSCB link in the side nav bar but don't get the "Custom Reports" tab under System Reports (like I did on my old server).

I have searched around the web and this site and can see this question being asked a bunch of times but can't find a thread that has an answer or resolution.

Does anyone have the magic key to this problem?
