Non Publishing Feature in PowerTeacher

Our school district has just implemented PowerSchool Premier and using PowerTeacher Gradebook. Our district administrators would like to block teachers from using the Non Publishing feature for assignments in the PowerTeacher Gradebook. We are not sure if this is possible and wonder if anyone else has some knowledge about this.
