Cities Drop Down

Creates a location to insert city names in a list to show in a drop down. After Unziping the file, place the resulting folder in the web_root/admin folder of your PowerSchool server. Make a link to the home.html page in the new cities folder wherever you would like to allow people to add a new city to the drop down. A good location for this is the admin/district/home.html file.

I am trying to make this drop down work for us... but we are so new (we didn't even go live yet) we need extra help.
I already copied the "cities" folder in our web_root/admin server. How do I exactly "Make a link to the home.html page in the new cities folder"?
